1. General Conditions
The preparatory program for learning Romanian is intended for foreign citizens who do not know the Romanian language and wish to pursue undergraduate or postgraduate studies in Romania in Romanian.
2. Categories of candidates:
2.1. Romanians abroad
2.2. Foreign citizens from EU, EEA, CE member states, and non-EU countries
Foreign citizens are individuals who hold th e citizenship of a European Union member state or a third country outside the European Union.
Foreign citizens can enroll in the preparatory year for learning Romanian within higher education institutions, in accordance with the legal provisions governing the organization and conduct of the Romanian language preparatory year.
3. The duration of the preparatory year courses
The duration of the preparatory year courses is one academic year (2 semesters x 14 weeks) for undergraduate, master's, or doctoral studies. Attendance in Romanian language courses is mandatory.
4. Documents and Admission Requirements
4.1. FOREIGN CITIZENS FROM EU MEMBER STATES, EEA, CE, AS WELL AS BRITISH CITIZENS AND THEIR FAMILY MEMBERS AS BENEFICIARIES OF THE AGREEMENT ON THE WITHDRAWAL OF THE UNITED KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND FROM THE EUROPEAN UNION AND THE EUROPEAN ATOMIC ENERGY COMMUNITY 2019/C 384 I/01

Candidates who wish to participate in the admission to full-time education – the Preparatory Year for learning the Romanian language – must meet the following criteria:
- Completion of an accredited high school in the country of origin, recognized by the Ministry of Education and Research. The list of high school diplomas recognized by the Ministry of Education and Research can be consulted by accessing the attached file: List of high school diplomas recognized by the Ministry of Education and Research;
- Study documents issued in countries that are parties to the Hague Apostille Convention, subject to equivalence and recognition of studies, must be endorsed with the Hague Apostille by the competent authorities in the issuing countries. Diplomas originating from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Convention Apostille, while other EU member states are exceptions. The equivalence of grades will be done according to the equivalence grid issued by the Ministry of Education and Research, which can be consulted by accessing the attached file: Grading system.
The non-recognition of high school studies by CNRED will result in the loss of student status, as well as the forfeiture of all fees paid up to that point.
The tuition fee for the 2026–2027 academic year is 1.980 euros.
The application processing fee is 50 euros (non-refundable).
4.1.1. PREPARATORY YEAR – BACHELOR'S DEGREE
Candidates who choose to register at the specially designated center at the University’s main headquarters, Multimedia Room, must submit an envelope-type application file containing the following documents:
- the standard application form, the candidate’s commitment, as well as the consent declaration regarding the processing of personal data (to be completed when submitting the application file);
- the Baccalaureate diploma or an equivalent diploma - a copy certified as true to the original and a certified (notarized) translation of the original document;
- Original diplomas issued in Italy, Greece, Spain, Portugal, and Cyprus must bear the Apostille of the Hague Convention;
- Original diplomas issued in states that are not parties to the Hague Apostille Convention must be superlegalized by: the Ministry of Education and the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of Romania in the issuing country, and the Ministry of Foreign Affairs of Romania, or by the Ministry of Education of the issuing country, the Embassy/Consular Office of the issuing country in Romania, and the Ministry of Foreign Affairs of Romania. - Proof of passing the Baccalaureate examination in Italy; Pruebas de Aptitud para el Acceso a la Universidad (qualification: Apto) from Spain; Panellinies Exetaseis – certificate for the national examinations for the general high school in Greece; a certificate issued by Verket för högskoleservice regarding access to university studies in Sweden; Scholastic Aptitude Test (SAT) or ACT from the United States, etc. – a copy for study documents issued in widely used international languages (English, French, Spanish, Italian), or a copy and a certified translation into Romanian for study documents issued in other languages;
- academic transcripts for all high school years (grades 9–12/13) and for the Baccalaureate examination (or equivalent) – a copy certified as true to the original and a certified (notarized) translation of the original document;
- the certificate or attestation of recognition of high school studies issued by CNRED, or the application for recognition of high school studies for the purpose of university admission (as applicable, Annex1-UE);
- passport - a copy certified as true to the original, or another identity document proving citizenship of a member state of the European Union, the European Economic Area, or the Swiss Confederation;
- birth certificate – a copy certified as true to the original;
- a copy of documents proving residence abroad;
- receipt or proof of payment of the application evaluation fee - 50 euros (non-refundable)
- four passport-size photos;
- medical certificate issued in the candidate’s country of residence, certifying that the prospective student does not suffer from contagious diseases or other conditions incompatible with university studies, translated, where applicable, into Romanian, English, or French.
- candidates whose transcripts list subjects with names different from Biology/Chemistry, but which correspond to Biology/Chemistry, are required to submit a certificate issued by their high school confirming that the respective subject(s) are equivalent to Biology/Chemistry.
For study documents issued by educational institutions operating under the British system, predictive results are not accepted. The University accepts only study documents containing the final grades obtained in the Baccalaureate examination or its equivalent. The list of diplomas following the British system can be consulted at the following link: List of high school diplomas recognized by the Ministry of Education and Research.
Candidates who choose to apply online may upload the documents listed under points 1–11 as scanned copies or photographs in JPG format on the platform inscriere-admitere.ugal.ro, following the instructions provided in the online application guide available on the website, along with a declaration on their own responsibility regarding the authenticity and correspondence between the digital/scanned documents and the originals.
In the case of online registration, the standard application form, the candidate’s commitment, and the consent declaration regarding the processing of personal data correspond to the steps completed during registration on the dedicated platform and are generated by the platform.
The admission exam consists of a file-based competition, with the admission average being 100% of the Baccalaureate examination grade.
To differentiate between candidates with the same admission average, the criteria in Article 6.10 of the Methodology are applied.
4.2.2. PREPARATORY YEAR – MASTER'S DEGREE
Candidates who choose to register at the specially designated center at the University’s main headquarters, Multimedia Room, must submit one envelope-type application file containing the following documents:
- the standard application form, the candidate’s commitment, and the consent declaration regarding the processing of personal data (to be completed when submitting the application file);
- the Baccalaureate diploma or an equivalent diploma – a copy certified as true to the original and a certified translation of the original document
- Original diplomas issued in Italy, Greece, Spain, Portugal, and Cyprus must bear the Apostille of the Hague Convention.

- receipt or proof of payment of the application evaluation fee - 50 euros (non-refundable);
- four passport-size photos;

Candidates who wish to participate in the admission for full-time studies – preparatory year for learning the Romanian language must meet the following criteria:
- Graduation from a high school accredited in the country of origin and recognized by the Ministry of Education and Research. The list of high school diplomas recognized by the Ministry of Education and Research can be consulted in the attached file: List of high school diplomas recognized by the Ministry of Education and Research.
- Baccalaureate diplomas must be superlegalized, as applicable, or accompanied by a Certificate of Authenticity issued by the competent authorities in the country of origin; similarly, Baccalaureate and Bachelor’s diplomas must be superlegalized, as applicable, or accompanied by a Certificate of Authenticity issued by the competent authorities in the country of origin. Superlegalization is performed by the Ministry of Education, the Ministry of Foreign Affairs, and the Embassy/Consular Office of Romania in the respective country; for countries where Romania does not have diplomatic missions, or that do not have diplomatic missions in Romania, study documents must bear the approval of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country. Grade equivalence will be carried out according to the equivalence scale issued by the Ministry of Education and Research and can be consulted in the attached file: Grading system.
The non-recognition of high school studies by DGRIAERO results in the loss of student status as well as all fees paid up to that point.
The tuition fee for the 2026–2027 academic year is 1980 euros.
The application processing fee is 50 euros (non-refundable).

Exemption from superlegalization is allowed by law, under an international treaty to which Romania is a party, or based on reciprocity
- academic transcripts - certified copy and authorized translation of the original document;
- application form for issuing the Letter of Acceptance to Studies, Annex2-NON-UE
- birth certificate - copy and authorized translation;
- passport - copy;
- a copy of documents proving residence abroad;
- receipt or proof of payment of the application evaluation fee - 250 euros (non-refundable).

IMPORTANT REMARKS
In the event that the candidate’s surname and given name on the study documents do not match the surname and given name indicated in the ID/passport, the candidate must provide an explanatory note, notarized by a notary, through which the candidate declares that they are the legal holder of the submitted study documents.
For candidates declared admitted, enrollment in studies includes two stages:
- Full payment of the tuition fee and completion of the study contract within 3 days of the publication of the final results, in accordance with the schedule;
- Obtaining the Certificate of Recognition of Studies (EU) / Letter of Acceptance for Studies (non-EU) from the competent ministry
After completing the two stages, the admitted candidate is considered enrolled.
If the candidate does not complete stage I, they lose the secured place, which will be offered in the next admission session.
If the admitted candidate does not receive the Certificate of Recognition of Studies (EU) / Letter of Acceptance for Studies (non-EU) / visa, they lose the place, and the tuition fee is non-refundable.
