Foreign citizens are individuals who hold the citizenship of a third-country state outside the European Union, as evidenced by a valid passport, and who wish to study in fee-paying places in foreign currency (CPV).

Upon admission to all cycles of university studies taught in Romanian, citizens from third countries are required to prove their knowledge of the Romanian language, according to the methodologies for their schooling in Romania.

Candidates who wish to participate in admission to higher education, undergraduate and master's degree studies, must meet the following criteria:

  1. Graduation from an accredited high school in the country of origin, recognized by the Ministry of Education and Research. The list of high school diplomas recognized by the Ministry of Education and Research can be consulted by accessing the attached file: List of high school diplomas recognized by the Ministry of Education and Research;
  2. The high school and bachelor's degrees must be super-legalized, if applicable, or accompanied by a Certificate of Authenticity issued by the competent authorities in the country of origin; super-legalization is carried out by the Ministry of Education, the Ministry of Foreign Affairs, and the Romanian Embassy/Consular Office in the respective country; for countries where there are no Romanian diplomatic missions or that do not have diplomatic missions in Romania, the study documents will be endorsed by the Ministry of Education and the Ministry of Foreign Affairs of the issuing country.

The equivalence of grades will be done according to the equivalence scale issued by the Ministry of Education and Research, which can be consulted by accessing the attached file: Grading system.

The equivalence of high school studies for non-EU citizens is carried out by the Directorate General for International Relations, European Affairs and Relations with the OECD (DGRIAERO) within the Ministry of Education and Research of Romania.

Non-recognition of high school studies by the DGRIAERO leads to the loss of student status as well as all fees paid up to that point.

 

1. UNDERGRADUATE UNIVERSITY STUDIES

 

Candidates may apply either at the specially designated center at the University’s main headquarters, in the Multimedia Room, or online by uploading the documents on the platform inscriere-admitere.ugal.ro, according to the admission schedule. Candidates who choose to register at the specially designated center must submit a separate envelope containing the following documents:

  1. the standard application form, the candidate's commitment, as well as the consent declaration regarding the processing of personal data;
  2. high school diploma, a true copy of the original and an authorized translation of the original document;
    Diplomas issued in states that are not parties to the Hague Apostille Convention will be authenticated by:
    • The Ministry of Education, the Ministry of Foreign Affairs and the Embassy/Consulate of Romania in the issuing country;
    • For countries where there are no Romanian diplomatic missions or that do not have diplomatic missions in Romania, the study documents must bear the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country.

Exemption from superlegalization is permitted under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.

  1. academic transcripts for all high school years (grades 9 - 12/13) and for the baccalaureate exam (or equivalent) – certified copy and authorized translation of the original document;
  2. certificate of completion of the Romanian language preparatory year or Romanian language certificate (minimum B1 level) – certified copy;
  3. application for the issuance of the letter of acceptance to studies, Annex2-NON-UE
  4. birth certificate - authorized translation;
  5. passport - copy;
  6. copy of documents proving residence abroad;
  7. receipt or proof of payment of the application evaluation fee - 250 euros (non-refundable);
  8. four passport-size photos;
  9. medical certificate issued in the candidate’s country of residence, certifying that the prospective student does not suffer from contagious diseases or other conditions incompatible with university studies, translated, where applicable, into Romanian, English, or French

In the case of study documents issued by educational institutions operating under the British system, predictive results are not accepted. The University accepts only study documents that include the final grades obtained in the baccalaureate/equivalent examination. All copies required for the admission application file must be certified as 'true to the original' by the person within the admission committee responsible for this task.

 

Candidates who choose to apply online may upload the documents listed in points 1–11, scanned or photographed in JPG format, on the platform inscriere-admitere.ugal.ro, in accordance with the instructions provided in the online registration guide available on the website. These must be accompanied by a declaration on one’s own responsibility regarding the authenticity of the documents and the correspondence between the digital/scanned copies and the originals.

In the case of online registration, the standard application form, the candidate’s commitment, and the consent declaration regarding the processing of personal data correspond to the steps completed during registration on the dedicated platform and are generated by the platform.

 

The admission exam consists of an application-based evaluation, with the admission score being 100% the average of the baccalaureate exam, except for faculties where eliminatory tests are held, in which case candidates must obtain a passing grade of ‘Admitted’.

The criteria for the admission exam to undergraduate university programs are established by each faculty individually and can be consulted in Annex 1.1a  and Annex 1.1c.

 

2. MASTER’S DEGREE

 

Candidates who choose to register at the specially designated center must submit a separate envelope containing the following documents:

  1. The registration application form, the candidate's commitment, as well as the consent declaration for the processing of personal data;
  2. The high school diploma - a certified copy and the authorized translation of the original document;
  3. The academic transcript - a certified copy and the authorized translation of the original document
  4. The bachelor's degree diploma - a certified copy and the authorized translation of the original document;
  5. The diploma supplement - a certified copy and the authorized translation of the original document
    Diplomas issued in states that are not parties to the Hague Apostille Convention will be authenticated by:
    • The Ministry of Education, the Ministry of Foreign Affairs and the Romanian Embassy/Consulate in the issuing country

IMPORTANT REMARKS

 

In the event that the candidate’s surname and given name on the study documents do not match the surname and given name indicated in the ID/passport, the candidate must provide an explanatory note, notarized by a notary, through which the candidate declares that they are the legal holder of the submitted study documents.

For candidates declared admitted, enrollment in studies includes two stages:

  1. Full payment of the tuition fee and completion of the study contract according to its structure, within 3 days from the publication of the final results;
  2. Obtaining the Letter of Acceptance for Studies from the competent ministry

After completing the two stages, the admitted candidate is considered enrolled. If the candidate does not complete stage I, they lose the secured place, which will be offered in the next admission session.

If the admitted candidate does not receive the Letter of Acceptance for Studies / visa, they lose the place, and the tuition fee is non-refundable.
